The chip is a non locking device. Its not necessary to replace it, but doing so restores the toner level to 100%. You must reset the Flag Gear or Soft Reset from the control panel menu each time you refill. 

Please note you also will need to source the correct toner powder for use with this model. We supply the chip only. The cartridge must be full of toner when you install the new chip.
